Ministry of Local Development (MLD):-

MLD shall be the Project Executing Agency responsible for overall project Management and implementation.

Department of Local Infrastructure Development and Agricultural Roads (DoLIDAR):-

DoLIDAR shall be the Project Implementing Agency at the central level.

Project Monitoring Committee (PMC):-

MLD shall have established the PMC. The PMC shall be responsible for:
  • monitoring overall project implementation
  • resolving policy issues
  • guiding the PCU
  • facilitating inter-ministerial coordination
PMC Formation:
  • Chair person: Joint Secretary of MLD
  • Member: DG of DoLIDAR
  • Member: Head of MLD, Financial Administration Section
  • Member: Head of MLD, Planning and Foreign Aid Cooperation Section
  • Member: Head of MLD, Monitoring Section
  • Member: Representative, Ministry of Finance
  • Member: Representative, National Planning Commission
  • Member Secretary: Project Coordinator

Project Implementation Coordination Committee (PICC):-

DoLIDAR shall have established the PICC. PCU shall be the secretariat for the PICC. The PICC shall be responsible for:
  • supervising day to day project implementation
  • reviewing project progress
  • coordinating between DoLIDAR and DDCs
PICC Formation:
  • Chair person: DG of DoLIDAR
  • Member: Representative, Financial Administration Section, MLD
  • Member: Representative, Planning and Foreign Aid Cooperation Section, MLD
  • Member: Representative, Monitoring Section, MLD
  • Member: 5 representatives from project districts on a rotating basis
  • Member Secretary: Project Coordinator

Project Coordination Unit (PCU):-

PCU shall be headed by a full time Project Coordinator who shall be a class one officer and comprises the following organizational structure:

  • Project Coordinator: Class-one officer - 1
  • Senior Divisional Engineer: Class-two officer - 2
  • Engineers: Class-three officer - 5
  • Environmental Engineer: Class-three officer - 1
  • Resettlement Officer: Class-three officer - 1
  • Sociologist: Class-three officer - 1
  • Senior Accountant: Class-three officer - 1
  • Accountants: - 2
  • omputer Operator: - 1
  • And sufficient support staffs.
Specific responsibilities of the PCU shall include, but not limited to:
  • detailed planning of Project implementation
  • guiding and monitoring DDCs that participate in the Project
  • allocating and disbursing Project funds in accordance with mechanisms and processes established in the Recipient's Local Body Financial Administration Regulations
  • liaising with other donor-funded projects in the rural infrastructure sector on day-to-day implementation matters
  • preparing consolidated annual work plans
  • ensuring satisfactory implementation of the gender action plan, the environmental guidelines, and the resettlement frameworks and plans
  • preparing necessary progress reports as well as the Project completion report
